If your “inspection plan” is still a climber and a hope that weather cooperates, you are paying for risk you do not have to buy every time. Cell tower and rooftop access work is where a drone earns its keep — or where a cheap hobbyist flight creates a liability you will explain to counsel later.
You hire a drone pilot for cell tower inspection when you need close-proximity visual or thermal evidence of antennas, mounts, coax, ice bridges, guy hardware, rooftop plant, or access paths — without putting a body on steel for the first look. This is a client hiring guide. It is not a sales pitch for one regional operator. Write the RFP like you mean it.
When hiring a tower/rooftop drone pilot is the right call
Hire when:
- You need a condition record before a climb crew or vendor day: bent mounts, loose hardware, obvious corrosion, bird nests, missing fasteners, cable mess.
- You want thermal on active RF or electrical gear where heat patterns matter and a ground IR gun cannot see the face.
- Access is ugly: locked compounds, night maintenance windows, active sectors, or a rooftop with fall exposure you would rather map first.
- The carrier, tower owner, or GC wants dated imagery and a short report, not a climber’s verbal “looked fine.”
Do not hire a drone as a substitute for a certified climber when the scope requires torque checks, physical swap-outs, or hands-on structural work. The aircraft documents. The climber still touches steel when the job demands it. Pretending otherwise is how RFPs get stupid.
Visual vs thermal — say which one you are buying
Visual / RGB close-proximity: high-resolution stills and short video of faces, mounts, and hardware. Useful for inventories, as-built checks, and “show me the damage.” Demand sharp frames at the working distance you care about, not a scenic orbit from a football field away.
Thermal: radiometric or at least documented IR stills/video of antennas, RRUs, power plants, or rooftop HVAC — whatever your scope names. Require the pilot to state camera model, emissivity assumptions if they claim temperatures, and whether the product is qualitative hotspot finding or something your engineer will treat as measurement. Most tower RFPs need clear hotspots and context RGB, not a science paper.
Many useful jobs are both: RGB for structure and labels, thermal for heat. Put both in the line items if that is what you want. “Fly the tower” is not a line item.
What belongs in the RFP (or you will regret the bid)
Stop accepting one-paragraph emails that say “need drone for cell tower asap.” Force the operator to answer these in writing.
Credentials and ops
- Current FAA Part 107 Remote Pilot Certificate. Ask for the certificate number. Commercial U.S. flight without it is a non-starter.
- Close-proximity experience — not wedding reels. Ask for sample stills from prior tower, rooftop, or industrial structure work. If their portfolio is only real-estate orbits, keep walking.
- Airspace plan. Towers sit under weird airspace more often than people admit. LAANC or other authorization when required. Controlled airspace is the pilot’s problem to clear before wheels-up, not yours after the NOC.
- Night ops if your maintenance window is dark. Night flying under Part 107 needs the right training/endorsement path and anti-collision lighting that meets the rule. If the job is night, write “night-qualified + anti-collision lighting” into the PO. Day-only pilots should decline, not improvise.
- Site access and escort. Badges, NOC windows, RF awareness briefings, rooftop keys, locked compound codes. The drone does not unlock the gate.
Insurance (ask for the COI, not a vibe)
Use your risk team’s minimums. Typical asks on tower/rooftop sub work include commercial general liability, aviation/drone liability, and additional insureds naming the tower owner / carrier / GC as your counsel requires. Demand a current certificate before the flight day. Do not invent fine amounts or coverage myths in the RFP — attach your vendor insurance exhibit and make them match it.
Safety and RF reality
- Stay-away distances from energized or high-RF faces as directed by the site owner.
- No buzz-the-antenna heroics for a “cool shot.”
- Weather abort criteria: wind, precip, visibility. A cancelled day beats a drone in a sector.
- Crew: who is PIC, who is visual observer if used, who talks to the escort.
Deliverables — define “done” or disputes never end
Write acceptance criteria like a grown-up:
- Still set organized by face / sector / elevation (name the convention).
- Short overview video only if you want it — many asset teams never watch the reel and only want stills.
- Thermal set with matching RGB context frames if thermal is in scope.
- Simple PDF or slide summary: date, site ID, weather, anomalies flagged with frame references.
- File naming and transfer method (secure link, SFTP, whatever your IT allows).
- Turnaround clock from wheels-down (24–72 hours is common for inspection packets; say yours).
- Who owns the files and whether you can share them with the carrier, the tower company, and the climb vendor.
If “done” is not on paper, you will argue about it after the invoice.
What a serious bid looks like vs a cheap one
Serious: Part 107 number, COI attached, sample tower packet, night/lighting statement if needed, airspace note, deliverable list that mirrors your RFP, weather slip language, and a price that assumes a second pass if wind kills the first window.
Cheap: “I have a Mavic,” no samples, no insurance PDF, promises to “get in close,” and a same-day price that only works if nothing goes wrong. That bid is priced for your headache, not their risk.
Pay for proximity skill and paperwork. Tower work is not the place to discover your pilot’s first industrial site.
Rooftop access is not the same as a guyed tower — say which site you have
Rooftop plant, parapets, and HVAC yards need different approach paths than a free-standing or guyed tower. Tell the pilot: height, roof type, fall protection rules for any human on the roof, nearby helipads or hospitals, and whether tenants will complain about noise during business hours. A pilot who only quotes “per tower” without asking about rooftop constraints is guessing.
How to hire without wasting a week of email
- Post or send a tight scope: site type, visual/thermal/both, day or night, deliverable list, insurance exhibit, due date.
- Require Part 107 + COI + two sample frames from similar work.
- Shortlist two or three operators who answer like professionals.
- Lock the weather slip and the NOC window in the same confirmation email.
- Accept only when the packet matches the written “done.”
